Simulating shot from boat at sea

I am trying to use a still of a shore line taken from a boat, as a panned shot of that shoreline. The pan is no problem, but it looks too steady to have been shot from a small boat. I am assuming that with Motion I can have a camera tracking across the still but would like to have some probably sinusoidal vertical motion to simulate the boat's movement. Any suggestions as to how to do this?

Use the random behavior- attach a couple to rotate, scale, x/y position and tweak until it looks right. Sound effects will really help to sell that. And don't hold on it for too long or the cheese factor will be likely be high.
