Libec38 pan arm loose

Just got the libec 38 tripod and one question about the pan arm. Is the arm suppose to spin 360 degrees in the socket that actually locks onto the tripod head? This is a bit weird to me, I'm wondering if there is a way to tighten it.

Yes, it's supposed to spin so that you can put it on the right or left side. It rotates because the "teeth" are only on one side of the socket and you need to flip the socket so that you can attach it to the tripod head on both sides. When you attach the pan handle to the tripod head, it locks securely in whatever position you choose.
