If the disc is already finished, there's a couple of ways you can do it.

You could play it back in a settop DVD player and into the camera assuming your camera has AV/DV pass through. Use your cameras AV cables to go from the camera into the DVD player, then connect your camera to your computer and capture in Premiere like you normally would.

Or, if you're on a Mac you could use MPEG Stream Clip to rip the DVD into a wide variety of formats. If you're on PC then I'm sure there's tons of similar programs that could do it for you. A quick Google search of "DVD Ripper" brought up a bunch for me.
