Can't export to Tape????

I have tried several times to export the timeline to tape recently and it won't work. My camera is connected correctly and premiere controls it, but when i go to export to tape it does its rendering process for HDV and then it finishes but it never lays anything to tape. it doesn't start to control the camera at all it just says its done and thats it. I've always been able to lay projects back to tape both SD and HDV but here recently something has happend to where it is very hard to get it to actually do it. I have uninstalled and reinstalled premiere pro, but it is still acting up.

any ideas on what could be wrong?

I'm running a dual processor setup with 3GB of RAM, NVidia 6600 graphics card, two 250 GB 7,200 RPM drives...
