confused!? DV widescreen edit 4:3 or widescreen

shot a project on a HVr a1u..shot it lettertbox..when I import,do i start a project as 4:3 or widescreen if I want it to be finalized on the dvd widescreen? It seems that when I make a dvd with it 4:3 its steretched WAAAY out..big black bars top and bottom..but when I drop it into the project setting as widescreen the dvd gets rendered with black bars all the way around. Very confusing..any suggestions as to what i am doing wrong?
cs3 is what I am editing on

I've not used footage from that camera model so there might be some special gremlins I'm not familiar with, but that said... go widescreen. If you end up with squished footage with a border, interpret the footage to a pixel aspect ratio (PAR) of 1.2. If that fills the Premier program monitor with a viewing size of "Fit", you're good.

As for the DVD issue, lots of stuff can go wrong there. Start by trying another DVD Player/TV combo and see what happens. Make sure that the DVD Player knows whether your TV is 4:3 or 16:9. If the player thinks your TV is 4:3, but it's actually 16:9, you'll get a black border all the way around.

Create your widescreen project and import the 4 by 3 letterbox clips. Place a clip on the timeline. The image should have black bands above, below and on both sides of the active picture. Make sure your clip is selected and then go to the 'Effects Control' panel. You will see an item called 'Motion'. Click the triangle on the left end to open the menu. You will see 'Scale' in the sub-menu. Increase the value of scale until your active image fills the screen.

If you want to tweak the image further, click the triangle at the left end of the Scale line to open a further sub-menu. You will see a box called 'Uniform Scale'. Click the check mark in the box to turn it off. The line originally called 'Scale' will become 'Scale Height'. You can now change the height and width independently. You can also position the image horizontally and vertically on the screen.
