Export 720P60 as sharp 720P30

I'm trying to export a project shot with my XDCAM at 720P60 as a 720P30 file (for Vimeo or YouTube). Premiere + Adobe Media Encoder seems to average 2 frames when reducing the frame rate by half. The blurry results are not acceptable.

There is a similar thread in the Sony Vegas forum, where someone figured out how to tell Vegas to decimate the frame rate (dropping every other frame). I can't find a way to tell Premiere to do the same. I've even tried using "Interpret Footage" to tell Premiere that the original was really 29.97 fps, then speeding up the footage by 200%, but when I trim the beginning of the clip Premiere loses A/V sync.

Any suggestions?
