Picture Quality

I'm having a heck of a time keeping my picture quality up in this project.

The captured raw footage is crystal clear and beautiful - I have all of my project settings set at top notch - I export the mpeg-2 with high quality settings - but the end result is cheap with lots of noise, especially in the blacks.

Any idea what I might be missing here?

What are the settings for the mpg2 output ?
