Terrible VCD encoding in PP2

Hi folks,

I used to use Premiere 6.5, which did a beautiful job exporting my video as a VCD-quality MPG. After switching to Premiere Pro 2, I've found that it has taken several steps in the wrong direction. Upon exporting as a VCD-quality MPG I discover that the video is blurry and awful, even when exported at the highest quality setting. It's driving me bonkers.

As Jerry Seinfeld might say, "what's the deal"? Any thoughts?
