Can bass roll off affect audio lvls?
 
I use a Shure FP33 audio mixer, I have no problems with people speaking loud because I can gain them down, my problem is with people who speak too soft.
I use bass roll off on my mixer constantly and my limiter, do these effect my audio lvls being too low?

Absolutely rolling off bass will affect levels. There is a lot of energy going on down there.

Take a recording of wind hurls and cut everything below 200 Hz, not much is left ... :)
I use the bass cut often, just be sure not to switch it on and off between takes. That'll be a pain in post.
