In FCP it's easy. Use the drop-down tab in the canvas window to choose image+wireframe. Now make the window larger so there's a gray border around the image. You may want to reduce the scale using the other dropdown tab.

Use the mouse to point to one of the "handles" in the corner of the image. Hold the button down and drag outward. The image will get larger as you drag outward. You can then point anywhere inside the image and drag it around to reposition the part you want in the active area.

This can be done in either the canvas or viewer window. If you do it in the viewer then you can click on the motion tab. This will allow you to keyframe your zoom and pan motion. Read your manual, it goes into a lot more detail on this.

Make sure that your sequence and all its clips are set as anamorphic 16:9 before starting. Dragging on the handles should maintain the same proportions. If for some reason this doesn't work, try holding down the shift key as you drag.
