Does anyone know how to find a programmer to implement something simlar to the RotoShop program used in Waking life & A Scanner Darkly?

This article describes a little about how the artist programmed over quicktime, Probably simlar to how DVFilm uses quicktime to render 60i to 24p.

Rotoshop isn't for sale to the general public but certainly could be duplicated by another programmer I would think.

Anybody interested in chipping in Money to hire someone to do this?

Depending on the size of your project, you may check out Adobe CS2. Illustrator comes with a nice new vectorizing/trace tool that could be used in a frame-by-frame process to accomplish what you want. I'm sure this could handle a smaller project especially if automated.

Nope, not looking for an automated computer filter. I really, really like the look of scanner darkly & I'm sure if there was a filter to accomplish it they would have scrapped their labor intensive rotoscoping & interpolating approach.
