Currently I'm being forced to use a farily good television as my desktop NTSC monitor. I can adjust the contrast, brightness, and color levels but to go any futher with the adjustments I need to send the color bar tape in blue only to the TV so I can adjust the chroma and phase...but the TV doesn't have a blue only option like most studio monitors.
Is there a cheep piece of equipment I can insert in the line to only allow the blue guns to fire? What if I took the color bar tape, captured it into premier and placed a 50% blue matte over it?
Any ideas will help.

I don't think that approach will work because you'd be filtering out everything but the blue before it reaches the TV. I actually tried something like this awhile ago and it didn't do anything. The color/tint controls didn't have the desired effect because they were only getting a blue monochrome signal. But maybe I was missing something?

I've been trying this lately too. Video University (http://videouniversity.com/tvbars2.htm) has a nice little tutorial on calibrating a monitor. It suggests looking through a blue gel in order to "cancel" out everything except blue. I had to fold the gel a few times in order to get blue enough, but that process seems to have worked well for me - with slight tweeking for fleshtones. After calibrating, I viewed some footage that was properly balanced and it looked very accurate.
Before the gel, I filtered the red and green out of my color bars in Final Cut Pro and tried using that to adjust the monitor, but wasn't too sure about the results. In the end, I'm pleased with the gel process.
