Does crushed blacks mean the image is has too much contrast or not enough.

According to the definition of crushing from Color Correction for Digital Video:

"Crushing. The artifact that occurs when the pedestal (also called the black level) is adjusted too low during the shooting or reproduction of an image. Crushing tends to reduce contrast in dark elements of an image."

I would say that crushing reduce detail in the dark elements of an image (as opposed to contrast, which doesn't make as much sense here).

Crushed blacks in an image means that the small differences of gray shades in dark areas tend to be compressed and look as an almost unifrom gray (black) area.
