What is this pattern?
 
On the wall on the left side of the frame there's a weird pattern that moves. What is it?

Is it moire? If so is there a way to fix it? If not what is it?

It is moire caused by the line skipping that is used in the video mode of many DSLRs. Since this moire is caused by fine horizontal details, an impractical way to fix it would be to hold the camera sideways while filming. More practical solutions include fitting a special non-isotropic optical antialiasing filter directly onto the DSLR sensor when shooting video

or intentionally shooting out of focus. Alternatively you could rent a video camera.

To fix this moire in post, you could motion track the region with the moire and replace it with a still image that doesn't exhibit the weird pattern movement. There must be special moire removal tools based on motion tracking, however, I am unfamiliar with them.
