Setting shutterspeed

Hi, I am the proud owner of a HV20.
I am not able to set the shutterspeed.
I have read the manual but I can't set the shutterspeed.
Can somebody help me please.

The controls are a little confusing and I couldn't figure it out when I first got the camera. Until I figured out that you had to exit out of the exposure control to adjust the shutter.
