Video clip, properties dates at DVinfo.net

Hi All, When I go into the properties on a video clip there are three dates listed....Created, Modified,& Accessed.
I would have thought that the created date should be earlier than the modified or the accessed.But I find that the modified date is the earliest followed by the created and then the accessed dates?

How much difference in the dates?
How are you viewing the dates?
Did all systems that touched the file )camcorder, PC, etc) have the same, consistent running, real-time clocks?
