Unexpected difference in exported CF files

Here is a very simple example. I have identicle NTSC SD files on the timeline in PP CS5.5 and Vegas 10d 64x. I export a CF file from each with the same settings. Next, I load both files in the Adobe encoder CS5.5 using the same settings for both NTSC Mpeg2 DVD PCM audio ... The mpeg video from the Vegas CF has black bands at top and bottom. I checked the pixel aspect ratio in the Adobe Media Encoder and the aspect ratio on the Vegas VF file was interperted as square not .9091. That is the problem but I don't know who's problem it is. Neo 5.5.1.323 Codec 7.2.4.590

Edit: Vegas CF field order was interperted incorrectly as progressive.
