That would make sense for the "soon to be" biggest market in the world. Their government agents are moving to Linux already. Hope that the new standard would be free to everybody.

Hardly any Americans have even the slightest idea of how true this is. Within just a couple of years, the biggest national expense Americans such as I will have is foreign interest payments which will go largely to China. China may well be big enough to do such things as initiate their own DVD format already especially if they are the first "record your own HD" format.
