Blurry footage

When I burn my dvd it plays back any motion very blurry. I edited it with PP 1.5, converted in to mpeg through Cucusoft, and authored the dvd through dvd Architect. Any ideas of why this might be happening?

Have you tried exporting to MPEG-2 from within Premiere Pro using the Adobe Media Encoder? Under the MPEG-2-DVD category try one of the High Quality 7Mb CBR 1 Pass presets.

I am not able to use the mpeg encoder that is why I'm using a third party encoder.

And why, exactly, are you unable to use the Adobe Media Encoder?

See his post here: http://www.dvinfo.net/conf/showthread.php?t=49024

Also note that he got Canopus encoding software, only to discover it requires a dongle to use, which he doesn't have (http://www.dvinfo.net/conf/showthread.php?t=50395). Combine this with his defense of stealing digital images (in this thread: http://www.dvinfo.net/conf/showthread.php?t=49108), because they aren't physical property - and neither is software, I would note - and something is starting to smell fishy to me. Perhaps he is just unlucky when it comes to software that requires activation/dongles, or there is something more going on. If it is the former, then my apologies to him for bringing this matter up, but I am beginning to wonder.
