Shooting a documentary about Boston

A foreign acquaintance of mine is interested in coming here to shoot a documentary about the city. He wants to know how to go about shooting it; legal aspects, fund raising etc. I believe the distribution will be handled in his home country. Any pointers?

There is a Massachusettes Film Board, have you checked out the site? I think there's still an office somewhere with a Tel#. WHen I get home I'll link it to you.
