First Doc Questions

Hello,
I have just decided to produce my first full length documentary (40-60 minutes). I have been an editor on a couple other doc's that made it into some film festivals, but that is the extent of my knowledge. I have a couple questions hopefully some can offer some answers, advice, etc.

Some background: I will be a true "One-Man Band" on this doc, serving as writer, editor, shooter, etc. The subject is about a unique lesser known sporting event from the late 70's, and I personally know the main subject, he will be providing the majority of info and past photos/footage.

I will be shooting HD at 1920, and editing on Premiere.

My Questions:

1. I will be trying to set up some interviews with some of the people involved with this event. I am a small independent producer without much of a budget, so as I approach these people to interview, is it expected to pay these people to be interviewed?

2. Shooting my interviews - I always use a 60i setting on my camera, due to the fact I shoot corporate video, sporting events, plays, etc. Should I shoot these interviews in 24p? I have read where this will give me a better film look for a documentary.

3. Let's say I go with the 24p for the interviews, which will be the majority of my content for the Doc. I will also be using some old VHS tapes, maybe some old 8mm film, and photos/scrapbook/articles. In Premiere, how should I setup my project settings, since I will have such a mix of different frame rates, sizes, etc? I have read where this answer depends on the final format. I guess it will be to sell on DVD/BluRay, and to submit to Film Festivals.

4. Aforementioned VHS footage - the footage will be the original footage from ABC Sports. Obviously, I would need to get approval to use this footage. What is the process to follow to be able to use this footage? Same thing with the photos/articles this guy has of the event, and people involved. This is a ton of stuff - how do I determine what can be used legally?

I know a long post, just hoping someone can help with some info and advice, thanks.
