1280x720 pal black side borders, why?

Hi,

I have recently written a HD 1280x720 master file to a PAL version, and for some reason though the clip info says that the PAL file is 1280x720, it has 2 narrow stripes of black on either side of the picture (which needles to say are not present on the original HD master) ie, it does not fill the frame completely. I wonder why this is?

Can anyone shed some light on this?

I don't know about PAL, but isn't "blanking" common?
