Close captioning

I just complete a spot for a government agency, and it looks like they want to have it "captioned" for the hearing impaired. I know there are companies that do this, but can it be done in FCP 5? (plug in, etc?) It seems like it should be stupidly simple, but I can't find any info. Anybody have a thought?
Maybe its more of a beast than it looks. Thanks.

Further research by me makes it look kinda expensive and beastly for the do it yerselfer, and perhaps best outsourced. Any other info or comments welcome.

I don't know if this would work for what you need, but you can do a subtitle track in DVDSP that can be turned on and off.

I do that for most of my trade show videos so the words can be seen if it gets too loud at the event.
