FCP export problem
 

When I try to export in h.264 quicktime movie at 5000kbits/sec final cut pro seems to, a lot of the time, skip or bypass that bit restriction and output at huge data rates like 35mbits/sec. Has this happened to anyone else and does anyone have any suggestions to fix it?
