There are three parts to this process - each are elements of compositing.
First, to get the text to stick in place, you need to look up tracking. Motion tracking can be done in both Motion or After Effects - there are tutorials for both and once you know the basics of setting up a motion tracker (and assuming your scene has elements which are good for tracking) this side of things is very straight forward as long as it's 2D tracking and not 3D tracking (this depends on the type of camera move you are trying to track) - 3D tracking will probably require third party software/plugins.
The next in this element is creating the text - this could be a 3D or 2D element - and to composite it in. If it's a 3D element and there is a 3D camera move you'll need to track the 3D camera move in the scene, then recreate that camera move in your 3D software, then render out that as a separate element to get the full effect.
The third is a little bit of roto scoping - which is done in this case to hide some of the text behind the snow.
So all in all it's not one effect, but a series of compositing tools used to create an overall look.
