Has anyone in the forum set up a V.O.D. website? I'd be interested to view any examples

go to any porn web site offering video, most of the time they perfectly masters the subject.

But I'm more interested to know if there are any non adult independent producers out there offering there films in downloadable format

frankly there is nothing magic or difficult with this.
It just cost the hell to host video on streaming servers, so your biggest problem will be how to make some money out of that.
As most of the time you will be charged on traffic, putting a video on a web page and just saying "look at it" is a door open to bankrupcy as you never know how many people could access this video. On the other hand, limiting access is ok but will not do much if you are looking to get big audience.
So finally, the target is to offer content that looks interesting enough to decide people to purchase the access to the full stuff, or to link the content to another one (advertising ?) which will pay for the free one.
Technically speaking, you should go to simple format like the microsoft ones that require no installation (unlike real or quicktime or divX) and are really efficient.
The last point , make sure you are not infringing any copyright or breaking any rules while diffusing video on the web.

If you successfully solve all these issues, you will probably arrive to the conclusion that sex content is almost the only thing you can use to meet these criteria (joke)

v.o.d. downloads have finally started to move beyond the porn sites, but it's still fraught with problems... including lawsuits that demand royalties on every download, because it infringes with patents on the digital downloading concept.

the porn industry is involved with some of those lawsuits right now, and some colleges that engage in long-distance learning have already paid some royalty money.
