Possible reasonable FAA rules?

Forbes posted an unusual article about a leaked FAA document with proposed commercial drone regulations.

Leaked FAA Document Provides Glimpse Into Drone Regulations - Forbes

Briefly:
For small Drones (< 55 pounds)
Unmanned aircraft operator certificate, by taking an aeronautical knowledge test at a certified testing site in person ($300) every 24mo and vetting by TSA.
No inspection, maintenance and permitting requirements for drones - but registration ($5) and will need to be renewed every three years.
Line of sight operations
Drone flights will need to take place between sunrise and sunset.
Drone flights will need to be below 500 feet.

Hope it happens. Has to be embarrassing to the FAA if it leaked.
