Motion on stills

Is there any way to apply pan and zoom motion to stills and video in edius 4 without having to use imaginate?

Yes, use the 3D PIP keyer. Quality won't be as good as Imaginate if you zoom in on the pictures, but you can go up to around 125% with acceptable results. One other catch: you can't use transitions between clips with keyers on them, so you're limited to doing fades by alternating clips on two tracks.
