A digital vision aquisition system for mobile vehicles

Hello everyone at DVi. I'm new to this forum so forgive me if I posted this thread in a wrong section.
I'm searching for a real-time wireless vision aquisition solution which could be mounted on a moving object /a vehicle/. The requirenments stated by my company are as follows:
- the delay between frame capture and frame display ~0,1s /I don't even know if that's even possible/
- I'll specify the frequency range later on, because I don't remember it now
- the maximum range for video transfer ~3km
- it's suppose to be a digital signal

Does anyone of you know if such a thing is 'out there somewhere'?
