hdv to dvc pro how?

Impossible to answer without more information from you.

Which computer platform, operating system and video editing software do you have?

How was the HDV video originated... is it HDV1 from JVC or HDV2 from Sony or Canon?

If all you want is standard definition DVCPRO, the easiest way to do that is to play back the HDV original and select "Downconvert to SD" over the FireWire output from the camcorder's setup menu, assuming you have access to the HDV camcorder which shot the material, and record the output with a DVCPRO deck.

Always, always, always provide as much information as possible when asking a question on this forum.
