Convert 720/30p of JVC Hd1 into 720/24P?

Does anywone have founded a good way to convert 720/30p of JVC Hd1 into 720/24P?

i have talked with Ken about "Algolith Time Warp"that it will be good for convert progressive footage framerate,


Have you used twixtor?
Does it work under Premiere Pro 1.5.1 and 30p HDV timeline?
