Mixing SD and HD footage

I am thinking of getting a small SD camera ( an inexpensive palm corder) to record footage in areas where a big camera would be too intrusive or impractical.

inexpensive is the key since it might get banged around a little and do things like be mounted on my mountain bikes handlebars...something I would never do with my big ENG-style HD camera.

In your opinion, which NLE can best accomodate mixing in 16:9 or 4:3 SD to 16:9 HDV?
