How many Footcandles do I need

I know this depends on the type of look that I need but I don't have a light meter at the moment and I like to know what would be the lowest footcandles
I need to get a good interview lighting.

I saw this LED light that give 123 Footcandles and uses only 12W . No heat!!!

I know this light are not the right temperature but I can do a white balance.
I know this are strobes but there most be away to fix that!
I know tat there are some professional video LED lights but they cost too much!!

Price around $170

I can see it working for a single person interview but not much more. Be warned that you will need to gel these lights to match ambient lighting and you'll lose a bit of power as a result.
