exporting project result in horizontal lines

Hi Guys

I have been using the following camera :

1. HD200...RECORDING IN SD MODE 50 I
2. EDITING ON ADOBE PREMIERE 2.0 WITH MATROX CARD RTX 100

The issue is that there is a slight flicker on the bottom of the screen when i export the project using Adobe premire 2.0. The horizantal line is constant flicker and very irritating. It happens when i do the playback on my TV but doesn't show on my project window.

Is there default frame i need to see or is it a safety margin issue ...
