flip the gain or ND filter switches....

Seriously, You are best off not thinking about video cameras in terms of ISO - it really doesn't equate the same way, and it's only useful for a very rough comparison of low light ability.
Take a step back and ask us what you are really trying to accomplish.

Stepping back
 
Ok - I am trying to find the best settings to shoot a traffic light(ECU, CU, MS) in the city during morning magic hour. I was thinking I could shoot it like I was shooting toward the sun.

I have been reading up on the sunny 16 rule and most of the articles I have found deal with film cameras and talk about the ASA or ISO.

I am looking to adapt these types of settings to my JVC-HD110 or looking for alternative options.

Changing the gamma setting will affect the cameras comparative ISO setting. But you are really barking up the wrong tree with the Sunny 16 rule.

You are better off using the zebra pattern to confirm your exposure (or to check for overexposure) - do a search there's a lot of helpful advice on here.

I think those that did test the camera, rate it at anything from 200 to 500 ASA.
