Extracting 24P from a CapDVHS .m2t

I've been searching through old threads and discovered from a post by Barry Green how the mPEG encoding scheme works with the repeat flags in the 60 frame MPEG stream and some posts seem to suggest that it was possible to convert these files into usable 24P files.

Can anyone describe the actual software/process? My end goal is to encode into Avid's DnxHD...
