NTSC to PAL ,HI8
 
Having problems with capturing NTSC ,Hi 8 (SP), to PAL video with Final Cut Express, I seem to be able to pull the video up in the capture window but its lke jerky, but looks ok on a external switchable monitor, it's a Samsung HI 8 SCL 700 NTSC 8mm, in the menu there is PAL conversion off/or PAL 60.

Shot/filmed in Pal here in UK
looking for a workaroud

That setting does not create a proper PAL signal, it just shifts the burst so a PAL TV might be able to lock to it, it's still 60i. You'll have to capture as NTSC with that switch off and then render to PAL.
Best way to capture Hi8 or Video8 is playing the tape on a D8 VCR or camera.

if i capture with a PAL camcorder, phono out to dv in, so as its on dv tape(pal), then onto FCE one for editing and buring to PAl disc?

D8 VCR or camera??

The Digital 8 VCRs (Sony GV D800E) and some of the Sony Digital 8 camcorders will play analogue 8mm tapes (Video 8 and Hi8) out over firewire. This makes it very easy to capture the footage into any NLE. The VCR is doing Time Base Correction, Dynamic Noise Reduction and handling the analogue to digital conversion.

If you're using an analogue VCR or camcorder you still need something to handle the anaolgue to digital conversion. The Canopus ADVC 300 is one of the better units as it too has a TBC and DNR however the D8 VCR gives you pretty much the same thing all rolled into the one package.

Once you have the footage captured you can pretty much do as you please with it. The most critical phase is getting a good capture and when coming from analogue tape the analogue to digital conversion is the thing that has the greatest impact on final quality.

i got it by capturing direct (phono) into a pioneer 520h dvd recorder, then burnt from the recorders hardrive ,although ntsc it works on the bulk of dvd players

Yes,
almost all DVD players / TVs down here will handle NTSC, the reverse doesn't apply though. Most NTSC gear will not cope with PAL.

If you're going out via analogue to another device (like the DVD recorder) try to use the S-Video connections if they're available. Probably not a huge quality boost coming off Hi8 but every little bit helps.
