What budget editor?

I'm sure this question has been asked before but I am looking for a budget editor for a new pc I am buying. I use a Sanyo HD2 and make the occasional movie so I don't need any super editing software. The pc will have a Q6600 processor, a 512mb nvidia gt and 2gb ram.
I have used my brother's vegas movie studio platinum and compared it with the premier standard which came with my laptop. While I prefer the interface (particularly for effects and transitions) and the file support with vegas I find that the slow motion function is really irritating. On the adobe there is a lot more control and you can speed up and slow down the clip much more whilst on vegas it is quite limiting and actually limits you to a certain amount of speed change, this is particularly irritating when speeding stuff up.

The question is, what should I buy for under £100?
Thanks in advance

Premiere Elements should maybe work for you...? Don't know about slow motion in that one, though...
