Need NTSC 'legal' color palette for Photoshop

I've made graphics in PS and then applied the NTSC filter, but that doesn't always work right. I still get bleed and noise.

Where can I find a NTSC safe color palette for Photoshop?

Go to Image>Mode>Convert to Profile and select NTSC color space.

Tried that, don't work.

Colors still bleed and I get noise from reds and yellows.

The NTSC color space doesn't alter the RGB values, and the NTSC filter is screwy.

I read somewhere that one should keep TV colors within 191 of each other, and never use pure black or pure white...

Suprisingly, I can't find ANY swatch palettes NTSC for either PS or AE...

I have never found a reliable method, other than previewing all my images on an NTSC monitor.
