which graphic format?
 
I need to build a graphic in Photoshop with an alpha channel for importing into my NLE.

Which file format is most used? Targa, Tiff, PSD? or something else?

I've been trying to find a page that discusses the pros and cons of each format in regard to using in an NLE.

I use both Avid and Premiere, and I know that Avid alpha channel values are the opposite of most others.

Targa is usually good for video as it carries over the alpha channel. Try it out. It was designed for video. Hopefully it carries over the alpha channel for you.

PSD imports differently into different NLEs. Final Cut can be picky about PSD. However, one advantage of it is that you can maintain your Photoshop layers in your NLE (depending on which one you have).
