disassembly and random reassembly of frames

I am in a situation where it would be desirable to take the hundred or so frames in a few seconds of video, delete some, and remix the rest into a coherent linear product. Frames from near the end would be placed near the beginning, etc. Few frames would end up near where they started. To do this by drag and drop, as in Premiere, would be impossibly cumbersome with that many frames to move around. Is anyone using an editing program that allows random assortment of a large number of frames into a totally new end product?

Thanks.

Export as targa or jpg sequence. Relable the frames in different numbers, reimport.
