About to give up on Pinnacle

This shouldn't be too hard...
I have 37 separate AVI files of about 3 minutes each.
I want to create a simple menu with each AVI as a chapter.
Pinnacle works fine, except when it is writing the final ISO file, I get the dreaded
Compiling failed, please try again.

Is there a simple program I can use to create a simple menu with an entry for 37 chapters?

p.s. I have previously created several hundred different movies with Pinnacle (ver. 12)

I assume that your DVD menu is widescreen?

If so, and you have a button for each chapter, I think that you will need a three-page menu for 37 chapters - you are exceeding the limit on the number of buttons on a single menu page.

For DVD, this limit is 36 buttons for 4:3 menus, but is reduced to 18 for 16:9 menus

The DVD is Std Def
I'm using one of the standard Pinnacle menus that has 6 buttons to a page
This means there is a 7 page menu with 6 buttons on the first 6 pages, then one button on page 7
I will combine the last 2 chapters and see if it will compile with just 36 chapters on 6 pages

Update - I tried the above with just 36 chapters - No Joy! Compiling failed.
So my original question remains:

Is there some simple shareware program that I can throw together to have menu with 37 chapters?
The menu can be several pages long

Well, as usual, many problems in Pinnacle are solved by removing and then re-installing the program
