Capturing Frame Mode Footage into a NLE
 

Sorry for asking this, but I did a search and couldn't really find a definite answer.

When capturing frame mode footage off my GL2 into Premiere can I just capture it as if it were normal footage or do I need to change some settings in Premiere?

No special changes are required.

When capturing interlaced DV footage, two fields are sandwiched together in one frame, and they're treated as a single frame. When played back over an NTSC monitor, the monitor interprets the two fields separately. This is why you'll get field slippage (jittering back and forth between the two fields) when you pause on an interlaced frame with significant motion between the two fields. The monitor is cycling back and forth between the two fields in the frame.

When capturing noninterlaced DV footage, nothing changes. Two fields are sandwiched together in one frame; it just happens that both fields are from the same frame. When played back over an NTSC monitor, the monitor still interprets the two fields separately, but you won't see any field slippage on a paused frame because there will be no motion difference between the two fields from the same frame.
