What causes this?

Ok I am new to this HD stuff. Also when I render I just normally render in the best quality. However now that I am shooting HD no one wants to wait 5 min for a video so I thought I would reduce the image size. But when I got down to 640x480 I see some lines in it.

So, how can you reduce the image size without sacrificing quality?

What I am seeing is a difference between interlaced and progressive? It was shot one way and rendered another. But I will let the experts on here help you further.

Hmm. Heck I don't even know the difference. If I can check a box and fix the the problem that would be nice.
