It's largely accomplished in post with digital color grading. See this thread. You'll probably learn more by checking out the American Cinematographer article on Amelie; your local library may have back issues.

You can perform "prosumer" color correction in NLEs and compositing packages such as Adobe After Effects and discreet combustion, but you'll never have quite as much dynamic range to play with given that you'll be shooting DV (vs. 35 mm film), and you'll need a million dollar digigrading system to get the precise control over tone that the big boys enjoy playing with.

Slight motion blur, deinterlacing and some clever non-linear luma curves applied differently to each channel can help. Of course Amelie is a very expensive top-notch production shot on film and photographed and processed with a specific look in mind. You will not get near that with DV, but you can do some neat stuff nevertheless. Here are a tow threads where I have explained my way of going in that direction:

I watched the amelie movie. What a beauty! Those colours are just..mmmmmmmm...better than going to a mcdonalds!! The story was original and a bit strange. BUt I am talking about the quality of the scenes. Damned! I want to do that in adobe premier and after effects as well!!!!!!!!!!!!!!!!
