I am completely clueless on this one
 
I noticed a few weeks ago that some rolling color shifts were showing up on my footage. I thought it was probably the tape and didn't give it a second thought. I put in a new sony hdv tape and I am still getting the same result. Another thing it may be is the florescent light. I don't know. Anyone ever run into this issue?

Yep, well documented here and caused by using too high a shutter speed with gas discharge lighting of almost any sort.

Drop the shutter speed to 1/60 or even 1/30 and see if that cures it.

Flour'os in the States fire 120 times a second, two firing cycles per mains cycle.

Every firing goes through distinct colour changes as they ramp up and down, you need to average the shot frame over at least two complete firing cycles.
