black & white pencil sketch effect

I'm not sure what this effect is called, but looks like a pencil sketch. The effect was used to produce the music video "Take On Me" by Aha. That was about thirty years ago. You'd think something like this is now available for the average video producer.

Who makes this software/plugin?

Bob

Maybe this: Cartoon Look: for Adobe After Effects, Adobe Premiere Pro, Apple Final Cut Pro, Apple Motion, and Apple Final Cut Express

In photoshop CS4 it's under Filter - sketch - graphic pen

This might also work:

NewBlue Cartoonr: Free Video Plugin for Sony Vegas, Adobe Premiere, Adobe After Effects, Avid Liquid, Pinnacle Studio, Avid Media Composer, Canopus EDIUS, Corel VideoStudio, Apple Motion, and Apple Final Cut.

I'm old enough that I remember that video very well. I've thought about using that effect or something similar for an upcoming project. Could you not do this with posterization instead of a plug in?

It's actually called rotoscoping and in those days it was done by hand, frame by frame.

I too remember the video and consider it a classic.

I don't think the posterization effect will quite do that, but I'm not an expert at it.
