The right camera for sports timing

Hi folks

We are building our own timing system for our regattas. We want to record the finish line so that we can make the close calls with more certainty. We need the right camera to do this. Here are the caveats (so far):

We record from shore.
The finish line is 40 – 80m away and needs to be in focus across that full width.
60fps is fast enough.
Need to interact with the camera by software (activate, deactivate)
Needs to be able to watch the crossing and have it recorded at the same time to a laptop or similar.
The camera will be outdoors on a 3m tripod. Weather proofing will consist of some sort of cover, not a case as we can't afford water droplets in front of the lens.

I'd also like some advice on appropriate software if this is the right place to ask.

We are aware there are purpose built systems that can do this but they are super expensive.

All help appreciated

Joe
