adding captions to video
 
I'm working for NY state this summer doing a lot of video work at historical sites. Basically I'm putting together visual tours that will be played on some sort of monitor so that people who are physically inable get to see places like the second floors, attics, and basements of the sites. I need to add captions to the videos, so the hearing impaired can enjoy them as well. I've never done anything with captions, so I have no idea what the best way to do it is. Im hoping someone here can help me out. I dont have a ton of tools to work with at the office, but Ive got a nice computer and premiere pro 2. I've got quite a lot of experience with premiere, just never anything with captions. I don't know if there is anything built into premiere that would assist me in making captions or not, but I'm hoping so... I dont want to spend my hours making hundreds of titles. Does anyone know of a way that premiere will help you with this, or if there is another way that works well. I'm open to any suggestions. If there is a program that will do it, it is possible that I could convince them to purchase it. Thanks in advance for any help here

Premiere Pro has a number of tools for basic titles, crawls, and lower thirds. A quick browse in the help under "titles" will get you started.

I mean something that actually decodes the audio or something, so you dont have to add stuff manually. It's probly just wishful thinking for me.
