posterization and pixellation a la Piotr Wozniacki

Just further observations on the V1s record resolution.
Shot some footage of a wind turbine against a blue sky with a few white clouds, 1080i, and upon viewing the footage carefully there are areas of the blue sky where it pixellates very noticeably. The pixels are constantly updating and it does look like it's posterized.
The sky of course is in the 'infinity' range and the turbine is in focus so I'd expect the sky to be indistinct but the footage seems to indicate that the camera is laying down random pixels that shimmer as they update in areas of flat blue. Disappointing, should it not be capable of better or is this what I should expect?
